Biographical details are scarce. Initial artistic skills obtained in the Kharkov school under the guidance of real DI Bezperchego. In 1879-1887 he studied at the IAH, first as volnoslushayuschego, from 1882 - a permanent student PP Chistyakov, VD Orlov, M. Klodt. During the period of training received all existing academic awards: in 1881 - a small silver medal for landscape "view of the mill, in 1883 - a large silver medal for landscape in 1884 - a small silver medal for drawing in 1885 - a large silver medal for the drawing, in 1885 - a small gold medal for the landscape, in 1887 - a gold medal for a painting on a given program "Rural Cemetery". In the same year, released from the Academy with the rank of class artist of degree 1 and the right of a pensioner's travel abroad.

Since 1888 - Retired IAH in France. Attend a private academy F. Cormon in Paris, the advice of AP Bogolyubov. Since 1891 has exhibited his works at the Paris Salon. He worked as a landscape, seascape, sea battles, wrote a scene. Participated in academic exhibitions. Since 1901 - the first painter of the Naval Staff of Russia.

Tkachenko works are in many museum collections, including the Central Naval Museum in St. Petersburg, State Museum of Ukrainian Art in Kiev and others.
