From 1886 he studied at the architectural department of IAH in St. Petersburg. In 1890 was awarded a small silver in 1891 - a large silver medals. In 1894, he released from the Academy with the rank of class artist of degree 1 and the right of a pensioner's travel abroad.

Since 1896 as a pensioner IAH honed his skills in Italy and France, made a trip to Germany and Switzerland. In 1899 he returned to Russia, he lived in Moscow. In 1900 for his work was awarded a gold medal at the World Exhibition in Paris.

From 1899 to 1917 he conducted a course of art history and composition at the Stroganov School of Industrial Art, was also an inspector of the School, its curator of the museum and library in 1917-1918 was one of its trustees. From 1906 he taught drawing in MUZhViZ. He went into the Society of Graphic Arts (OPGI).

In 1918 he emigrated to Poland, where he was appointed dean and professor of architectural department of the Polytechnic Institute in Warsaw. Later he was appointed to the post of Minister of Culture.

Noakovsky known more as a master of architectural drawings.
