from the worker's family, the father of the artist VV Meshkov. The first artistic skills received in Elets MN Gorshkov (1883). Studied at MUZHVZ (1883-1890), first as an irregular, with 1886 - a constant student at PA Desyatov, Vladimir Makovsky, IM Pryanishnikova Sorokin, VD Polenov. In 1886 and 1887 for the drawing and sketch small awarded silver medals in 1890 for his film "From the holy places" - a large silver medal, issued with the title of the class artist.

worked as a genre painter, portraitist, landscape painter. In early works was close to the Wanderers. On the recommendation of Polenova participated in Mamontov drawing evenings. Going to enter the IAH, met with Pavel Chistyakov, MP Botkin, but changed his mind and returned to Elec, then moved to Kozelsk. Since the early 1890's, lived in Moscow. Many travel throughout the country: Yaroslavl, Kostroma, Nizhny Novgorod, Chernigov, Kharkov province, Crimea, the Caucasus. In 1910 he visited Yasnaya.

in 1900 founded his own art school in 1901-1926 - he taught it.

After 1917 he worked in the Commission for the Protection of works of art and antiquities at the Moscow Soviet. He taught at the printing facilities of Moscow. Portrayed artists (PP Chistyakov, and VL Sobinova VI Kachalova, IM Moskvin), the country's leaders (V. Stalin, Dzerzhinsky, Voroshilov), the workers, the Red Army.
