son of artist Vasily Nikitich Meshkov. Initial artistic skills acquired under the guidance of his father in his school-studio (1907-1908). Studied at MUZHVZ (1909-1916) by K. Korovin, SV Ivanov, A. Corina.

lived in Moscow. In 1910-s wrote mainly urban and rural landscapes. In the 1920's turned to the themes of the Civil War, the October Revolution, in 1930 - industrialization. A series of sketches "October in Moscow" (1920). In the early 1930's made a number of creative assignments in the Crimea and the Caucasus. Since the second half of 1930 worked on the creation of panoramas, dioramas, exhibition panels.

During the Great Patriotic War, several times went to the front of the front grounds of sketches made a series of paintings "on the roads of retreat fascists". In 1940-50's created the epic landscapes: "Tale of the Urals", "Kama spaces", "Kama", "Golden Autumn in Karelia" and others.

Since 1907 - participant of exhibitions. At the invitation of Ilya Repin and Vladimir Makovsky has participated in exhibitions TPHV (1911-1923, with interruptions). Member and exhibitor AHRR - AChRs (1922-1928, with interruptions). Participated in exhibitions of the trade union of artists (1918), 2-nd National Exhibition of paintings (1919), exhibition of artists of the Moscow School (1923), Society "Fire-color" (1925), the exhibition "The Caucasus and Crimea - resorts of the USSR" (1931 ) in Moscow, exhibition of paintings, sculptures and art industry (1918), 3rd exhibition of paintings (1919) in Ryazan, an international exhibition in Brussels (1958) and others. Held solo exhibitions in Moscow (1916, together with V. Meshkov, 1941, 1953), Novosibirsk (1929), Venice (1956).

During his artistic career was awarded a full member of the Academy of Arts of the USSR (1958), People's Artist of the RSFSR (1963). For a series of landscapes "Kama" was awarded the State (Stalin) Prize (1951). He was buried at Novodevichy Cemetery.

Meshkov works are in many museum collections, including the State Tretyakov Gallery, State Russian Museum and the Kiev Museum of Russian Art and others.
