From the family of a railroad employee. Childhood and youth spent in Saratov. He studied at the Saratov real school, art courses in Radischevskaya Museum in Saratov (late 1890 — beginning 1900-х), Penza art College named. Н. Д. Селиверстова (mid 1900-х — 1912) И. С. Горюшкина-Сорокопудова.

Participant of the First world war (1914-1917) and Civil (1917-1918) war. Being the commander of the red Army, he combined military service with social and artistic activities. Worked in the political administration of the Western front by design "Windows of satire".

he Lived in Smolensk and Yelnya (1918-1922). He painted landscapes, still lifes. Was engaged in newspaper and magazine graphics, theatre-декорационным art. Participated in festive decoration of the city for the first anniversary of the October revolution. Together with Б. Ф. Рыбченковым created handwritten art almanac "Bedlam" (1919).

he Taught at the drawing in the gymnasium of Krasnoslobodsk (1913-1914), in the art Studio of Proletkult in Smolensk (1918-1919). Among the students — Н. И. Падалицын, М. Т. Хазанов.

In 2002-2003 в Yaroslavl and Moscow were shown in a joint exhibition Ч. К. Стефанского and Б. Ф. Рыбченкова.

Work is represented in several Museum collections, including at the Smolensk state Museum-заповеднике.
