The government in April approved the order and the size of remuneration to authors and their heirs in the public resale of works of fine art, authorship of manuscripts (autographs) of literary and musical works

From the news reports about this at first glance an ordinary event, the individual authors and their heirs for the first time learned that they owed some amount even if the resale of those works, manuscripts, which are long or have recently acquired other owners.
