In the future, the Russian authorities will be actively engaged in finding and returning to the country of art, taken during the Great Patriotic War abroad. A few forgotten in recent times, but it is very topical in the early 1990's issue of property restitution, and was again raised at a press conference the Minister of Culture Alexander Avdeev on 21 May. The new minister said that efforts for a speedy return of property must apply the Heads of State, in which the private collection of stolen works of art from Russia. Avdeyev said that Russia was ready to give to other countries of the cultural values that belong to them in accordance with international law. However, the Minister said that «we must give what we can pay under the law, there is a situation where a consensus between the State Duma, the Government and the public».
In Russia there are a number of valuable collections, which are claimed by foreign governments. One of them - the so-called Baldinskaya collection of graphics, taken from Bremen in 1945 in the USSR. In 2003, when the Minister of Culture of Russia was Mikhail Shvydkoi, the ban on the transfer of Germany this extremely valuable collection of the Attorney General's Office imposed.
