Expert Council will be formed of leading experts in the field of painting, drawing, icon painting, sculpture, decorative arts, numismatics, philately, paleontology and archeology. Membership of the Council to submit, by 1 May 2008. Regulation of the Council indicated that it planned to convene, as necessary, «but not less frequently than once a year».
