From a family of artists-ремесленников (painters, icon-painters). Original art education in the icon-painting school at the Kievo-Печерской Lavra. In his youth he worked as an Illustrator and painter. Was engaged in painting churches in the Kursk and Kharkov provinces. Visited Italy (1903), where he worked as an assistant foreman in the painting of Orthodox Church in Florence.

In 1903 came to St. Petersburg. Attended school Л. Е. Дмитриева-Кавказского (1903). He studied at the Higher art school of painting, sculpture and architecture under the Imperial Academy of arts (1905-1911) В. Е. Савинского, В. Е. Маковского, Я. Ф. Ционглинского; the advice И. Е. Репина. In 1911, for the painting "the doctor" received the title of artist and the right of a pensioner's travel abroad. As a pensioner IAH visited Berlin, Vienna, Paris, Rome, Florence; visited the island of Capri, where he met М. Горьким.

he Lived in St. Petersburg (Petrograd — Leningrad), Moscow (1940); summer months spent in the village Medvance Kursk province. Worked as a genre painter, landscape painter, portraitist.

Participated in 1-й state free exhibition of works of art (1919), exhibition of paintings of Petrograd artists of all directions (1923), the jubilee exhibition of fine arts (1927), "Modern Leningrad artistic groups" (1928-1929), 1-й citywide exhibition of fine arts (1930) in Petrograd — Leningrad, "Red Army" (1923), "Socialist construction in the visual arts" (1931) in Moscow, "Artists of the RSFSR for XV years" (1932-1934) in Leningrad, Moscow and other.

he Taught at the Leningrad Studio of Ahram (1926-1929), the Leningrad Institute of painting, sculpture and architecture (1938-1940), city pedagogical Institute. В. П. Потемкина in Moscow (1945-1949), Professor. In 1946 he was conferred title of the honoured art worker of the RSFSR.

Cheptsov Works are in many Museum collections, including the State Tretyakov gallery, Kursk state art gallery to them. А. А. Дейнеки, Omsk regional Museum of fine arts. М. А. Врубеля and others.
