born in the family of the staff-officer. In 1785 passed in the educational school IAH. He studied in the class of landscape painting in MM Ivanova, and then in SF Shchedrin. In 1799 he moved to the landscape engraving class, where he studied under the guidance of Radiga, SF Ivanova and I. Klaubera. In 1800 received a certificate of degree 1 for the title of the class artist.

took part in creating a series of engravings "types of suburbs and neighborhoods of St. Petersburg under the leadership of SF Shchedrin and I. Klaubera. Around 1805 he worked under the supervision of JS Klaubera over the engravings for the atlas world tour Kruzenstern, published in 1813. In 1806, for the engraved views of St. Petersburg was awarded the title of "appointed" in academics. A year later, for now "type of Peterhof Lapidary Works" is made in academics, art.

From 1815 he taught in the class Engraving IAH first as assistant Klaubera, then from 1817 - their own. Many worked in the field of book and magazine graphics. Created illustrations for the book "Fables" Krylov (1815 and 1825), "Singer in the Kremlin" VA Zhukovsky (1816), "Gardens" AF ; Voyekova (1816), poetry collection "The monument of national music" (1827), "The Works" Batyushkov (1834), the poem "The House in Kolomna" Pushkin and others . Collaborated with the almanac "Housewarming", "Northern Flowers", "Polar Star", "Nevsky almanac", magazines "reading Christian", "Notes of the Fatherland».

Since 1831 served as adviser and manager IAH engraving class. In the same year for his years of work in the Academy became a professor 3rd degree in engraving on copper. In 1850 awarded the title of Distinguished Professor. In 1830 - 1840 was the Assistant Chief of the Hydrographic Branch of the Bureau of Naval Staff, which also taught engraving business.

Galaktionov - one of the leading engravers of the first half of the XIX century, who turned in his work to the various techniques - etching, cutters, dotted, lithographs. His legacy is large enough, it has more than two hundred works of printed graphics, lots of drawings and a number of paintings. The most valuable part are great views of St. Petersburg and its suburbs (Gatchina, Peterhof, Stone Island, Pavlovsk), as well as vignettes for books and almanacs.

Galaktionova works are in many museum collections, including the Pushkin Museum in them. Pushkin, the State Tretyakov Gallery, State Russian Museum and others.
