born in the family of a teacher of drawing, the brother of artist P. E. Rachkova. In 1838-1845 he studied at the school of painting at Arzamas AV Stupina and NM Alekseeva (Syromyanskogo). In 1844 was marked by two silver medals. In 1845, for "Portrait of a gypsy" awarded by the IAH small silver medal and was promoted neklassnogo (free), painter of portrait painting. In 1846 Stupina helped lead the school. In the future, until the end of 1850 moved from city to city (Simbirsk, Saratov, Kazan, Shuya), engaged, along with painting, literary work.

From 1860 he lived in Moscow. From 1861 member of the Moscow Society of Art Lovers, was a member of the Committee MOLH in 1863 - participated in exhibitions of the Society. In 1878 he exhibited his works at the exhibition in the halls of IAH and the World Exhibition in Paris. In the 1860's - early 1880 with the assistance of D. Botkin several times traveled to Western Europe. He worked as a cartoonist and illustrator in the magazines "Iskra", "DULCIMER-PLAYER", "Illustration". Was a party "of Art Fridays" MOLH and evenings circle "Environment" (Shmarinovskie environment).

Rachkova works are in several museum collections, including the State Tretyakov Gallery, Nizhny Novgorod State Art Museum and others.
