In 1877-1878 he served in the Life Guards regiment, a participant Russian-Turkish war. Following the resignation was official at-Large at the Ministry of Finance. In 1880 he again appealed to the IAH with a request to receive a volunteer. In the same year went abroad, up to 1900's, lived mostly in Italy, near Florence. In 1882, for drawing from nature, and in 1884 awarded IAH small incentive medals. In 1888, for having sent to the Council of the Academy of painting "The honor is saved," "Don Quixote, after the battle with the windmills," "To your health", "Miser" was the title of class artist 1-st degree. In 1893, for "excellent knowledge" of history painting and the painting "Feast at Laura" by the poem of Pushkin's The Stone Guest, "Allegory of science" and a number of portraits was awarded the title of academician.

After returning from Italy, settled in Moscow. Participated in exhibitions in the halls of IAH (1884-1907, with interruptions). Member and exhibitor of Moscow Society of Art Lovers (from 1886), Saint-Petersburg Society of Artists (1897-1902), member of the Society for the Encouragement of Arts (since 1875).

In 1906-1907 was the publisher and editor of the newspaper "Moscow's voice" and the anthology "Flower Garden". In 1908 he founded and headed the icon-painting studio school at the Donskoy Monastery in Moscow. In his later years he worked primarily in the field of religious painting, completed painting and the image of the Tomb of Grand Duke Sergei Alexandrovich Miracle Monastery in Moscow. Participated in the design of the Museum of Fine Arts in Moscow.

Stepanov is one of the prominent representatives of the Russian academic painting of the second half of the XIX century. His works are mostly small format, often deliberately created in imitation of painting "old masters" - small Dutch or French painters of the XVIII century (ZH.-O. Fragonard, Watteau, A. and others). They are inherent in the severity of composition and color palette, thoroughness to detail, literary themes, often - salon "mush" images.

Stepanova works are in many museum collections, including the State Tretyakov Gallery, the Art Museum of Nizhni Novgorod, Irkutsk Regional Art Museum of VPSukachev and others.
