From a family of artist-иконописца. Studied in MUZHVZ (1907-1917) in the Studio К. А. Коровина (1912). In 1918-1919 worked in the Studio А. А. Экстер in Kiev.
he Lived in Moscow, Kiev (1918-1921, 1946), Kharkiv (1921-1941). In 1914-1917 worked in small provincial theaters (for example, at the Summer theatre of the city of Madenska Kaluga province). In 1921 he created sketches of costumes and scenery for a production of the play В. В. Маяковского "Mystery Bouffe" in Kharkiv Heroic theatre. 1925 — the main artist of the Ukrainian state Metropolitan Opera (the Kharkov Opera and ballet theatre). It was designed in the operas: "Faust" Ш. Гуно (1924), "the Barber of Seville" by G. Verdi. Rossini (1926), "Carmen" Ж. Бизе, "Lohengrin" Р. Вагнера, "Natalka Poltavka" Н. В. Лысенко (all — 1934); ballets: "Swan lake" П. И. Чайковского (1925), "Svetlana" Д. Л. Клебанова (1941) and others. In 1926-1927 worked in Kharkov upcoming production of the Opera С. С. Прокофьева "the Love for three oranges" (not implemented).
In the first months of the great Patriotic war he participated in the creation of campaign posters; was a principal consultant for masking objects of the Kharkov military district. In 1941-1944, along with the theater was evacuated to Chita and Irkutsk.
Since the late 1920-х worked at the Kiev state academic Ukrainian Opera (Opera and ballet theater of UkrSSR). He designed the ballet "the Red poppy" Р. М. Глиэра (1928-1929); Opera: "johnny strums" Э. Кшенека (1929), "the Golden ring" Б. Н. Лятошинского (1930), "Cossack beyond the Danube" С. С. Гулака-Артемовского (1935), "the bartered bride" Б. Сметаны (1937), "Shchors" Б. Н. Лятошинского (1938), "the Maid" М. И. Вериковского (1943). In 1946-1952 — chief artist of the Academic theater of Opera and ballet theater of UkrSSR named after. Т. Г. Шевченко; designed the ballet "Forest song" М. А. Скорульского (1946); the Opera "Halka" С. Монюшко (1949), "the Drowned" Н. В. Лысенко (1950) and others.
In his last years was engaged in book illustration. Executed a number of easel paintings picturesque.

Khvostenko-Хвостов, along with А. К. Богомазовым, В. Д. Ермиловым, А. Г. Петрицким that is one of the leading artists of the Ukrainian avant-garde of the 1920-х. He made a significant contribution to the art of theatre design: costumes and scenery for the play production of the Opera С. С. Прокофьева "the Love for three oranges", colorful, full of dynamism and expression, are among the brightest and most innovative works of its time.
Work is represented in many Museum collections, among them — national art Museum of Ukraine, State Museum of theatre, music and cinema arts of Ukraine in Kiev, Kharkov art Museum, the State Central theatre Museum. А. А. Бахрушина in Moscow and others.
