From the family of a merchant, hereditary honorary citizen of Moscow. He received his General education in the elementary school sisters Zolotarevich (1906-1908), gymnasium named after. Gregory Shelaputin (1909-1918). He studied painting and drawing at Л. Якубовича in Moscow (1910-е); in February 1918 met К. А. Коровиным and planned to continue his artistic education in his Studio. was a laborer; in parallel studied in high school for emigrants. In 1922 he moved to Bulgaria. He studied at the decorative art Department of the Bulgarian Academy of arts in Sofia (1923-1926) Х. Тачева and О. Баджова; scholarship Т. Уотиммора.

He designed the performances at the Sofia Opera: "Boris Godunov" М. П. Мусоргского (1929 and 1945), "Heat-птица" И. Ф. Стравинского (1935), "Sadko" (1935), "Scheherazade", "the Tale of Tsar Saltan" (both — 1930-е), "the Tsar's bride" Н. А. Римского-Корсакова (1952) and others. He designed the balls and masquerades, he painted landscapes, worked in book and magazine graphics. He taught in the public schools of Sofia.

From 1929 — a member of the Union of Russian artists in Bulgaria, in 1934-1935 — Secretary, 1949-1955 —, the Chairman of this Union. From 1935 — a member of the Union of Bulgarian artists.

In 1946 he received Soviet citizenship in 1955 — permission to return with the family home, subject to the settlement being developed virgin lands. Lived in the village of Summer Rate of the Stavropol territory, from 1956 — in Saratov.

Performed the illustrations to the books of publishing houses of the Volga (Saratov): "the Blue town" (1959), "the Calf" (1965) В. П. Звягиной, "Solnyshkina paint" (1960) С. К. Розанова, "Malyshkina book" (1961) and others.

he Participated in exhibitions of Russian artists in Sofia (1930, 1935), Union of Bulgarian artists. Exhibited at all-Union art exhibition (1957), exhibition of works of artists of the RSFSR (1957), artists of theatre and cinema of the Russian Federation (1957), theatre artists (1958) in Moscow, regional art exhibitions in Saratov (1962, 1965). His personal exhibitions were held in Saratov (1982, 1992).

In 2003 в Saratov held a retrospective exhibition of the artist.

the Most significant collection of works by Glinsky has the Saratov state art Museum im. А. Н. Радищева.
