Born in the family official. In 1810-s he served in the expedition of government revenue. At the same time as the "foreign" students engaged in the class of historical painting at the IAH VK Shebuyev. In 1813 received a small and a large silver medal. In 1818 he competed for the right to a pensioner's trip abroad, presenting to the Council IAH painting "Christ expelling the money changers." In 1819, sent to Italy in the means of the Cabinet of His Imperial Majesty. Studied museum collections in Rome. Carried out for IAH copies of Raphael's Vatican frescoes: "product of the apostle Peter from prison" and "Bolsenskaya Mass". His work became known in artistic circles in Rome, enjoyed the patronage F. Kamuchchini, A. Canova, B. Thorvaldsen.

Many worked in the field of monumental painting. In 1832-1833 fulfilled the ceiling of the Apollo and the Muses "for the hall IAH, the track" Annunciation "for the royal doors of the cathedral of all educational institutions. In 1837 - four images of large size and ceiling of the "Descent of the Holy Spirit upon the Apostles" to the academic church of St. Catherine. At the end of 1830 was engaged in the restoration of the murals of the Winter Palace after the fire of 1837, including resumed ceiling "The Resurrection" Venetian masters F. Fontebasso in the palace church. In 1836-1839 wrote "The introduction of the Virgin in the Temple" for the Kazan Cathedral. In 1843-1856 was brought to the creation of the murals of St. Isaac's Cathedral, which is fully painted chapels of St. Alexander Nevski and St. Catherine the Great Martyr and sang the track "Sermon on the Mount" in the southern doors of the cathedral. Basin - one of the greatest masters of the academic trend in Russian art of the first half of the XIX century. His creative history can be divided into several periods.
