Fedor Bulgakov was an elder son of philosopher S. N. Bulgakov (Father Sergiy). He studied at the 5th Moscow gymnasium, finished the gymnasium of Yalta. In spring 1920 Bulgakov was called up for military service. He participated in the Civil War on the side of the White Guard; he was in captivity. In 1921 he was demobilized.
Bulgakov lived in Yalta. In summer 1923, after emigration of his parents, Bulgakov moved to Moscow. In 1923–1924 he studied at the Drawing studio of D. N. Kardovsky, where he entered on B. M. Kustodiev’s recommendation. In 1925–1930 Bulgakov studied in the Higher Art Technical Institute (VKhUTEIN) in Moscow under the guidance of I. I. Mashkov, M. V. Nesterov, and P. D. Korin. In 1930 Bulgakov painted the graduation picture Forge shop of the factory of V. I. Lenin.
In 1931 Bulgakov was condemned for 3 years of exile to Alma Ata for the Case of the political and administrative centers of the all-union counter-revolutionary organization True orthodox church. He was released early (1933).
At the end of 1941 (or beginning of 1942) Bulgakov was mobilized for military service. He finished the school of command staff. In 1945 he was demobilized. In 1945 Bulgakov married the daughter of M. V. Nesterov — Natalia Mikhailovna.
Bulgakov painted portraits, landscapes, still lifes, theme and genre paintings. His famous works were: Kazakh — shock-worker of the Turk-Sib (Turkestan-Siberian Railway, 1932), Street in Mestia. Svaneti (1937), Settlement Kazbek (1938), Flock in kolkhoz. Abramtsevo (1946), Music lesson (1948), Beshtau (1957), With a book (1958), Delphiniums (1965), portrait of his wife (1959), portrait of the people’s artist E. D. Turchaninova (1961), portrait of the painter N. A. Ushakova (1962) and others. Since the end of 1938 Bulgakov was a member of the Union of artists of the USSR. In 1966 he made a trip to Paris.
Since 1934 Bulgakov began to participate in different exhibitions: the All-Union exhibition of young artists dedicated to the 20th anniversary of VLKSM (the All-Union Leninist Young Communist League) in 1939; the All-Union art exhibition in 1947; the exhibition of painting and drawing in cities of RSFSR (Russian Soviet Federative Socialist Republic) in 1948; the exhibition of painting of Moscow artists (1954), the exhibition Socialist Moscow in works of Moscow painters in 1957, the exhibition Moscow painters — to the 50th anniversary of October Revolution in 1967 in Moscow and many others. In 1964 the personal exhibition of Bulgakov was held in Moscow.
Works by Fedor Bulgakov are in many museum and private collections.
