he Studied at the faculty of architectural engineering at the Leningrad Institute of industrial construction (1926-1931) В. А. Гринберга, А. А. Оля, Н. А. Тырсы then — in graduate school at the same Institute (1931-1936).

he Lived in Leningrad. In 1943-1951 led architectural-планировочной Studio of lenproekt. In 1951-1973 — chief architect of Leningrad.

Participated in the development projects of post-war reconstruction of Leningrad (1955, 1959, 1966). One of the authors of the project of the General development plan of Leningrad in 1960-80-е. The author and project Manager for the building of Stachek (1935, 1946, 1951-1955), the people's militia and Veterans (1968), districts Avtovo (1939-1940, 1945-1948, 1954) and summer (1960-е), complex Hydrographic Department, Military-Морского fleet on the Neva river (1941), areas of the Baltic and the Warsaw stations (1940-е), Komsomolskaya square (1955-1960). In his projects were built: the station "Kirov" Leningrad metro (1946), the building of the Arctic and Antarctic research Institute (1957), a concert hall "October" (1967).

Participated in the design and development of the centre of Tallinn (1945), Petrozavodsk (1946), Chelyabinsk (1946), of Rostock in East Germany (1956).

As the architect worked on the monuments of Leningrad: "the Pulkovsky Meridian" (1942), "In honor of breaking the siege" (1943), in memory of the heroic defence of Hanko Peninsula during the great Patriotic war (1944); project two obelisks at the entrance to Leningrad (1948), the monument "Tank-победитель" at the entrance to Avtovo (1950, sculptor С. Г. Ветютнев), monument В. И. Ленину on Moscow square (1970, sculptor М. К. Аникушин), the memorial ensemble "Defenders of Leningrad" (1971-1975, sculptors М. К. Аникушин, В. Э. Горевой, С. А. Кубасов). In the last job in 1978 (posthumously) was awarded the Lenin prize.

Completed the architectural part of the tombstones of people's artist of the USSR Е. П. Корчагиной-Александровской (1958, sculptor М. К. Аникушин) in the necropolis of artists Alexander Nevsky-Невской Lavra and Chairman of the Leningrad city Executive Committee Н. И. Смирнова (1964) the Volkov cemetery in Leningrad.

in Parallel with the architectural practice worked in the field of easel graphics. Completed monotype: "the Portico of the Kazan Cathedral", "the Bridge in Pavlovsk", "Catherine Palace in Pushkin", "Vladimirskiy Cathedral" (all — 1937-1939); series of landscapes: "Leningrad in blockade" (1941-1944; ink, brush, watercolor, pencil, gouache), "Leningrad", "the Karelian isthmus", "Zelenogorsk", "Baltic States" (all — 1950-60-е; watercolor, gouache). Has created a series of travel sketches of Norway (1937), USA (1959), France (1965, 1966).

From 1935 — participant of exhibitions (1-я exhibition of Leningrad artists). His personal exhibitions were held in Leningrad (1940, 1948).

Author of books and articles on architecture and construction of Leningrad: "the Practice and prospects of development of Leningrad" (Construction and architecture of Leningrad, 1955, No. 3), "the Glorious architecture of Leningrad" (Architecture of the USSR, 1957, № 7), "New housing construction in Leningrad" (Architecture of the USSR, 1960, No. 6), "Leningrad today and tomorrow" (L., 1962).
