she Lived in Moscow. She was married to artist and designer Г. Г. Клуцисом (1921), experienced in his work his strong influence. Engaged in design, industrial (trade mark pilot plant of the Moscow chemical-technological Institute) and book graphics, poster. Worked in the field of photomontage. Collaborated on GIESE. In 1922 he was awarded 2-й prize in a competition for the logo of the all "a Work-металлистам".

member of the poster section of the Association "October" (1928). The author of the posters: "defence of the USSR", "international workers day — day of the review of socialist competition" (all — 1930), "Workers-ударницы — attach the shock brigade!", "Women soldiers of the factories and state farms — join the ranks of the CPSU (b)" (1932) and others. He designed the title pages of many collections А. Е. Крученых (1925-1933).

In 1920-30-х performed the design of numerous exhibitions, including those organized by VOKS (all-Union society for cultural relations) abroad (exhibition of Soviet art in Zurich, 1931). He was one of the designers of the Soviet pavilion at the exhibition "Pressa" in Cologne (1928).

Member RAPH (Russian Association of proletarian artists; 1930-1931). In the second half of 1930-х worked on the design of pavilions VSHV in Moscow. During the great Patriotic war created anti-fascist leaflets.

After the war he worked mainly easel painting and graphics; painted landscapes, still lifes. Has preserved the artistic heritage Г. Г. Клуциса.

he Exhibited his works at exhibitions: "the Life of children of the Soviet Union" (1929), "Poster at the service of five" (1932), "Artists of the RSFSR for XV years" (1933), "Ten years without Lenin the Lenin's way" (1934) in Moscow. Participant of many international exhibitions, including the Soviet art in Zurich (1931), Konigsberg (1932), international poster exhibition in Liege (1932), Soviet graphic art, art book, poster, photos in Chicago, San-Франциско, new-Йорке (1932-1933), Madrid, Marseilles (1933), and others.

In 2004 at the International center of photography in new-Йорке was organized the exhibition "Gustav Klutsis and Valentina Kulagina: photography and montage after constructivism". In 2010 was published in the edition "Gustav Klutsis. Valentina Kulagina" (авт.-сост. А. Снопков, А. Морозов, А. Шклярук).
