Belakovskaya was born to family of a physician. She studied at the faculty of natural sciences of Odessa University (1918–1920), and at the same time — at Odessa Institute of Fine Arts under the guidance of P. G. Volokidin, T. Y. Dvornikov (1918–1923) and at Petrograd (Leningrad) Higher Art Technical Institute (VKhUTEIN) under K. S. Petrov-Vodkin. In 1927 Belakovskaya performed her diploma painting Iron horse on Ukraine fields and defended a theoretical work Ukrainian portrait.

Belakovskaya lived in Leningrad; she was married to the artist V. N. Proshkin. She painted portraits, landscapes, still lifes. In 1931 she was sent on a business trip to Kharkov Tractor Plant. In mid 1930s Belakovskaya made a tour of Pskov province.  She created a series of paintings Crimea (1938, 1949–1952), Kiev (1946), Belarus (1954), Flowers (1957–1962), and Altai (1963).

In 1930 Belakovskaya began to participate in exhibitions. She exposed her works at the exhibitions of works of artists, sent on a mission to the regions of the industrial building and collective farms (1931); the exhibition the regional house of artists (1933); the exhibition Woman in the Socialist Construction (1934); exhibition of Leningrad artists (1935, 1940); the Autumn exhibitions of Leningrad Artists (1936, 1956, 1958, 1959) in Leningrad and others. She was a member of the Union of Artists of the USSR (1945). In 1949 Belakovskaya was expelled from Leningrad Union of Soviet Artists (LSSKh); in 1953 she was reinstated. The personal exhibition of the artist was held in Leningrad in 1964.

The memorial exhibition was held in 1970 in Leningrad. In 2004 the exhibition Petersburg Dynasty, dedicated to works of V. M. Belakovskaya, V. N. Proshkin and A. V., M. V., and V. V. Proshkin, was held in Moscow.

Works by Victoria Belakovskaya are in many museum collections, including the State Russian Museum, the State Museum of the History of St. Petersburg, Yaroslavl Art Museum, and Omsk Regional Museum of Fine Arts named after M. A. Vrubel.
