the Son of artists В. А. Власова (1905-1979) and Т. А. Шишмаревой (1905-1994). He studied at the Leningrad secondary school of art (1952-1955), the Institute of painting, sculpture and architecture named after. И. Е. Репина (1955-1961) at the graphic Department, at the undergraduate, worked in the Studio of book graphics М. А. Таранова. Author graphic series: "the Cyclists" (1958-1960), "day off" (1961), "On the Yenisei" (1966); all — watercolor, tempera; "Sprint" (1970), "the Leningrad television" (1980); both — lithography. He created portraits of the father (1971), artists Ю. А. Васнецова (1971), В. И. Курдова (1976); lithography.

He completed the illustrations for the publications: "Hold on, Guatemala" Р. М. Михайлова (1957), "gay summer" В. Д. Берестова (1958), "Cecilia valdés or the Hill of the angel" С. Вильяверде (1963), "Grandmaster points" И. П. Штемлера (1965), "a Cloud in trousers" В. В. Маяковского (1976, the honorary title of laureate of the Kirov factory), "Smiles everywhere" Е. М. Юдина (1977), the works Б. Шоу (1977, unreleased).

1959 — participated in exhibitions. Member of the Leningrad Union of artists (1962), member of the Bureau of the graphics section (since 1965), Board member of the Leningrad Union of artists (since 1968), Chairman of the graphics section (1976). Exhibited: watercolours and drawings (1959, 1965), works by Leningrad artists (1960, 1961, 1962, 1964) in Leningrad; Republican art exhibition "Soviet Russia" (1960), 9-й the all-Union exhibition of diploma works of students of art institutes of the USSR (1961), "Young artists print" (1962), 1-й the all-Union exhibition watercolors (1965) in Moscow; "Artists on the Yenisei" in Krasnoyarsk (1966). Solo exhibitions were held in Leningrad (1974, 1980, 1981).

Work is represented in many Museum collections, among them — of the State Tretyakov gallery, the Pushkin Museum im. А. С. Пушкина State Russian Museum.
