   Given the characteristics and traditions of non-profit partnership «The International Confederation of antique and art dealers» (hereinafter - the Partnership), taking into account that the Russian art market is prepared to move to the next stage of development, taking into account a number of communications professionals antique markets, the Partnership introduces an internal accreditation antique experts who have provided set by this provision of the law.

1. General

1.1. This situation defines the procedure for accreditation of professional experts in the field of antiques and art objects, rights and responsibilities of these individuals.

1.2. Accreditation of experts is right, but not the responsibility of the Partnership and is being implemented at the discretion of authorized bodies Partnership.

1.3. Accredited Partnership with an expert - this is a natural person, exercising professional activities in the area of assessment, authentication, and other types of examination of antiques and works of art, accredited by the Partnership in the manner prescribed by the these Regulations.

1.4. The accreditation does not arise between the Partnership and an expert of any employment or other relationships, the adoption of the Partnership of any legal or moral responsibility for the expert, the issuance of any guarantees, legal safeguards for the quality of their work, etc. The accreditation involves the emergence of mutual obligations only between the Partnership and the expert, but not between the Partnership and our clients an expert examination or assessment of customers, vendors, customers and of other persons.

These are the legal basis for relations with the Partnership's accredited to it by experts of the experts are required to notify their clients, counterparties and other persons with whom they work.

1.5. Nothing in these Regulations shall be regarded as acceptance of the Partnership for a legal obligation to make, renew or revoke the accreditation of those or other experts, as well as to enter into, amend or terminate any contracts.

2. Arrangements for the accreditation of Experts

2.1. Those applying for accreditation must meet the following criteria:

  exercise professional activities in the area of examination or assessment of antiques and art objects for a period of not less than seven years preceding the filing of candidate applications for accreditation;
  
    

  
• 
      
  impeccable reputation expert, that he sustained the authority of expertise of antiques and art objects and the confidence of other market participants.
  
    

2.2. Those eligible to receive accreditation, applying the Partnership Board. At the request of the Partnership a person claiming to receive accreditation, must submit the following documents:

  notarized copy of passport;
  
    

  
• 
      
  proof of professional activity in the area of examination or evaluation of antiques and art objects (advertising, exhibition catalogs, relevant news articles and materials relevant professional forums, etc. .);
  
    

An applicant for accreditation to provide the text of the Regulations on receipt of its receipt and unconditional agreement with all of its terms.

If necessary, the Partnership Board may request additional documentation from the candidate.

2.3. Available documents should contain reliable information, as well as conform to current legislation on the form and content.

Otherwise, the application may be retained by the Partnership without consideration.

2.4. Members of the Partnership are eligible to receive accreditation, the Partnership Board to submit a statement of status at an accredited expert to the Partnership.

If necessary, the Partnership Board may request the additional documents listed candidates mentioned in 2.3, and other documents.

2.5. Partnership Board in the event of approval of a nominee on applying for accreditation, is a candidate the General Meeting of members of the Partnership, is a reasoned opinion on the possibility of accreditation of the degree of popularity of the candidate and the merit of his reputation, on the facts of the business biography of the candidate and the other circumstances of the Partnership Board considers it necessary to mention.

2.6. The decision on the issue of attribution of accreditation provided by the Partnership was adopted by the candidates within the professional sections of the members of the Partnership closed ballot qualified majority (2 /3) members of the professional section.

2.7. Professional Section members of the Partnership is entitled to take one of the following decisions (subject to approval by the Partnership):

  of denial of review of applications;
  
    

  
•

2.8. The motive decision to refuse the attribution of the status of an accredited expert on denial of the application, the request for additional documents may be a private opinion of the professional section of the members of the Partnership on the lack of popularity of a candidate insufficiently high level of goodwill and other circumstances, determined at the discretion of the members of the professional section of the members of the Partnership.

2.9. Professional Section members of the Partnership is not required to justify the decision and bring it to the attention of the motives of anyone.

2.11. Accredited Partnership with the expert may use a special logo of the Partnership, as well as to refer to the accreditation of the Partnership in advertising, contracts, expert opinions.

3. The validity of accreditation

3.1. Accreditation expert Partnership operates in the three years since the adoption of the professional section of the members of the Partnership on the accreditation of expert solutions.

3.2. Before the date of the end of the accreditation of the professional section of the members of the Partnership may decide to terminate the accreditation to be approved at a meeting of the Partnership Board.

Partnership Board may decide to terminate the accreditation without the consent of its decision to the professional section of the members of the Partnership.

3.3. The reason for the decision on termination of accreditation can be a private opinion of the professional section or the members of the Partnership on the availability of the expert's gross violations that are incompatible with the status of the Partnership with an accredited expert on the breach of these Regulations, etc.

3.4. Professional Section members of the Partnership and the Partnership Board is not obliged to justify the decision and bring it to the attention of the motives of anyone.

3.5. Withdrawal of accreditation means the immediate cessation of her.

3.6. If the professional section of the members of the Partnership or the Partnership is not accepted by the decision to terminate the accreditation status of accredited with the Partnership an expert is automatically extended for five years.

3.7. The maximum number of terms, which may be renewed accreditation is not restricted.

4. Monitoring of accredited experts

4.1. Accredited expert is required to:

  
• 
      
  responding to requests from the President and the Board of the Partnership;
  
    

  
• 
      
  at the request of the Board or the President of the Partnership to provide a copy of the Partnership issued to the conclusion, as well as all materials relating to the examination of works;
  
    

  
• 
      
  notify the Partnership of conflict situations and disputes, including the judiciary, which took part on this expert and that may be directly or indirectly related to his activities and business reputation.
  
    

4.2. In the case of an accredited expert behavior, discrediting his reputation, the reputation of other accredited experts, or the Partnership, including, in case of violation of the provisions of this section of the Partnership shall have the right skills to apply following measures:

  suspend the accreditation of experts;
  
    

  
• 
      
  denial of accreditation.
  
    

4.3. Note to the work of an expert is a personal opinion of the professional section of the members of the Partnership of the unacceptability of certain facts and actions of the accredited expert, and the proposal for excluding them in the future.

4.4. Suspension of accreditation is introduced and the decision of the Partnership means the impossibility of an accredited expert to enjoy the rights provided for in this Regulation.

4.5. When the Partnership Board considers the reasons for the suspension of accreditation are no longer required, it shall decide on the reinstatement of accreditation.

4.6. 5. Final Provisions

5.1. These Regulations shall come into force upon its approval by the Partnership.

5.2. These Regulations may be amended and supplemented by the decision of the Partnership.
